The process is administered for Haryana by the state Directorate of Medical Education and Research along with the university designated for the year, working under the framework set by the Medical Counselling Committee and the National Medical Commission. Candidates who wish to be considered for Haryana state quota seats must register separately with the state, even if they have also registered for the all India quota counselling conducted centrally. Choice filling covers the government medical and dental colleges of the state as well as the private institutions that participate in the state process. Allotment is made round by round on the basis of NEET UG merit, category, reservation and the residence or domicile conditions the state publishes. Seats left vacant after the earlier rounds move into mop up and stray vacancy rounds.
